collect currently picks languages based on order. it'd be nice if there was a 
default language preference

Collect already defaults to the last language picked on a per-form basis.  If a 
user want a different starting default language, they should put it in a 
different order.

The difficulty of having a default language preference is there's no standard 
about how to represent the language.  In a form sometimes it's "Eng" sometimes 
it's "English", and I'm not sure what javarosa does if you try to select a 
language that doesn't exist.

suggest that you mark this "won't fix", but up to you.
