meta-is-complete flag reporting false improperly #300

What steps will reproduce the problem?
1. upload a form that requests an image but doesn't require one.

What is the expected output? What do you see instead?

Should be complete if the form is uploaded and has no image.
Shows as incomplete.

This was fixed after the beta-3 utf-8 installer release.  
Changes are available in the v1_0 and uiexperiment branches.
