Allow all users even if not on Multisite primary blog that the plugin is 
installed on to be included and invoices shown in there profile section.

I'm currently using Version 2.0.17 and still not getting the complete user list 
in the create invoice dropdown or have a invoices link in each users choices 
when logged in as them.
