Users missing in Drop Down list #6

What steps will reproduce the problem?
1. Use Multisite?
2.

What is the expected output? What do you see instead?

The drop down list doesn't contain all the registered members of the site, only 
about 20% of them.

What version of the product are you using? On what operating system?

Version 2.0.3
WP3.0 Multisite

Please provide any additional information below.

It's still possible to create invoice for users not in the drop down list by 
going to their profile page and clicking the 'create invoice for this user' 
button.

I can't reproduce the issue, can you please post few of the users who are 
missing (e.g. Name and username, whether they got special characters in the 
name)

name and username is same.

Seriously, it's about 300 out of 400 members not there, the characters aren't 
the problem.

I can look in the database if there's a specific table or something.
