ControlTower should start even if hidapi libratry not found #22

If hid api native library not found, ControTower should start and be usable 
with keyboard.

It would be nice if I would not have to handle loading the native libraries of 
this sub-library (hidapi) but if the library would handle this for me. This way 
I'd only get an instantiation exception or something that I can catch more 
easily.
