Implement configuration system #35

Create a configuration system that includes:

frontend page,
backend model (with persistence),
backend service and controller.

The system works as follows:

Add new option to Config model (with typing and default value).
Add validator through config service (to keep validator close to source).
Add config frontend, which includes config docs.

An example config implementation is included for transcription engine. Closes #7
