Sorry that it's not a bug.

I am asking that is it possible to overlap cudppscan with memory copy.
That is how to call cudppscan in a CUDA stream.

No, it's not currently possible, but we will be adding a stream interface to 
CUDPP 2.1.  Marking this a duplicate of 
http://code.google.com/p/cudpp/issues/detail?id=75
