fix: add config.env.sample file #161

What does this PR do?

This PR adds the config.env.sample file which will make much more easier to setup this project for the developers

Fixes #95

Type of change

How should be tested.

  1. Open backend code
  2. Make copy of config.env.sample file
  3. Rename to config.env
  4. Start the server
