Normals not being applied to terrain #5

Hi,

I'm creating terrain via code so I'm not using the terrain importer tool. I'm using a 8193x8193 heightmap with a size of 256x256. The normals have been generated but they won't apply to the terrain. image-7.png

What might be the issue?
