Rework of CIVREP penalties for destroying buildings #3

Current state:

All home buildings (with the exceptions of buildings defined in KP_liberation_cr_ign_buildings per map) are counted on mission load and on sector capture. If the count of buildings on sector capture is smaller - a CIVREP penalty is deducted. (On Talvivaara penalty per building is set to 0).

Suggested change:

Instead lowering rep on destroying most of the home buildings and possibly having to expand the KP_liberation_cr_ign_buildings list enormously to include weird cases of walls being considered homes etc. It might be cooler to have a per map list of "important buildings" (ex. two story brick buildings in Talvivaara, admin building etc., not wooden huts) that will have the penalty for destruction (possibly higher than currently).

A list like that would probably be fairly easy to do on small (and historical) maps with not many cities (ex. Talvivaara - not that many big buildings) but would be way more time consuming to make on big (especially vanilla) maps.

Also we could count the destroyed homes as currently (or in addition to suggested change), but deduct some smaller penalty every X destroyed homes globally
