This PR adds git actions tested against Python versions 3.6, 3.7 and 3.8:

adds flake8 Python lint testing.
- Additionally configured to a max line length of 88 as per the Black formatter setting.
adds yamlint Yaml lint testing.
adds Python 3.8 to the unittest git action.

Return unit test git action to original configuration (unittest) but add check against Python 3.8.
