input file not working #16

file input doesn't pass the file over to shiny,

Fix to a point. The gov.uk style is not consistent across browsers and seems no agreed single way to do, so can't be bothered to rewrite the js for it.

Instead, I've tagged on to the existing shiny version and added error handling in the same way gov.uk uses.
