I've done a little digging around ahead of our next opportunity to discuss this:
If you make the functionality of the Program or a modified version available to third parties as a service, you must make the Service Source Code available via network download to everyone at no charge, under the terms of this License.
We have handed this off to Paula to discuss with the Foundation for now.
I think this is worth closing for now, since I don't think directly affects us at the moment. Feel free to re-open if this changes in the future.
