Changed wording regarding certificates for JWS from should to must #136

Change as per suggestion in https://github.com/mojaloop/design-authority-project/issues/110. Bumped version of PKI Best Practices to 1.0.1. Not considered a breaking change in any way as it is a best practices document and the use of certificates is industry standard.
