feat(helm): initial switch config #73

Adds the initial helm config, tooling and documentation.

There is still plenty of work to be done here, but I wanted to keep the PR sizes low, and build this up as we go along. This PR adds only a basic (broken) switch, with versions based on our docker-compose.yml file.

Subsequent PRs will add DFSPs and PISPs.
