Goal:

As a Settlement UI User (Hub operator, Demo'er)

I want to to have the Settlement UI interactions done through an Experience Layer

so that Settlement API interactions can be mediated to allow a fully working Finance Portal to be deployable on a "minimum" Mojaloop deployment for demo purposes without requiring security infrastructure.

Acceptance Criteria:

• [ ] Existing experience API exposes the Settlement API for settlement functions and provides a proxy to the existing central settlements
• [ ] The change is validated against a "core" ML deployment
• [ ] The change is validated against a ML IaC deployment
