Configurable default NDC % from hub level #3635

User Story:

As a hub operator, I want to set up Default Net Debit Cap (NDC) amounts for DFSPs during onboarding so that I can make sure to mitigate liquidity risks and ensure controlled fund utilization.

Acceptance Criteria:

  1. Configurable Default NDC:

    • Allow hub operators to input a specific amount as the Default NDC during on-boarding.
    • Use the specified amount as the Default NDC for the respective DFSP.

  2. During DFSP on-boarding:

    • Set Default NDC for a DFSP during on-boarding.
    • If no specific NDC is set, use the Default % configured in the scheme rule.

  3. DFSP Override:

    • Allow DFSPs to set their specific NDC after the Default NDC has been established. But the action shall be done in the system by hub operators.

  4. Warning for DFSP NDC Below Default:

    • Display a warning when hub operator attempts to set individual DFSP's NDC below the Default NDC.However, they can still set the NDC % which is lower than the default value.
