Reloading privileges in reporting services when a user permission is added or changed

Summary: Currently, we need to restart the reporting services when user permissions are added or changed. All the other services reload/refresh automatically except the reporting services when user permissions are modified.

Expected Behavior It is not necessary to restart the reporting services when user permissions are added or changed. All the other services reload/refresh automatically, including the reporting services when user permissions are modified.

Steps to Reproduce

1. Add privileges related to reports to the user
2. All the other services reload/refresh automatically, including the reporting services, when user permissions are modified
3. Reports can be generated without needing to refresh the reporting services automatically

I tried to test the privileges from reporting-bc, but there aren't any reporting-related privileges in the “Add privileges” session. Portal version : v 0.5.30 - dev

Previously, I could select reporting-bc from the "Bounded Context"drop-down list to filter the privileges relevant to reports. Now, though, I was unable to locate that in the drop-down menu as well.

This issue still hasn't passed yet. I can’t access the report data although I added related privileges to that new user. Portal version : v 0.5.30 - dev as of 4 June, 2024

Test scenario 1

• I created a new user and a new role.
• Add privileges related to reports to the role [View participant, View DFSP Settlement Detail Report, View DFSP Settlement Report, View DFSP Settlement Statement Report, View Settlement Initiation Report]
• Add that role to the new user and login

Result

• Report data cannot be seen for all reports.

Test scenario 2

• Add all privileges that exist in the system and login

Result

• Report data cannot be seen for all reports.

The reporting services reload/refresh automatically without needing to restart that service when user permissions related to reports are added or changed.
