Publish the release notes #3972

To release vNext, we need to publish the release notes. This task is part of our standard release process:

Acceptance criteria: -vNext release notes have been published following this template: ttps://github.com/mojaloop/helm/releases/tag/v16.0.0

Publish release notes that contain:

  1. High level summary
  2. API versions supported
  3. Individual service versions (with links)
  4. Bug fixes
  5. Testing instructions
  6. Known issues
  7. Breaking changes if any
