Add documentation from the spec

It's unlikely for this PR to be merged since the codebase will move around a lot and it would take a lot of time to review all the docstrings here. Thanks for the interest though and I'm happy to review code changes!

Most of the lines are literally copy paste of the Arrow spec, the rest are just method definitions to follow the standard of the Mojo stdlib
