Is it possible to create a Java based program to accessMarket #50

It is very risky to root a phone that is still under warranty. Is it
possible to create that can run on a PC to access the markets and then
download it to your Android.

You can install the vending.apk on the emulator (google will help) and run
MarketEnabler on emulator (with su binary and busybox) then it would be 
possible but
I don't recommend it.

About how risky it is... that depends on what you do with it.
Just getting root access isn't risky but then you have the power to do anything 
you
want and even destroy the phone.
The system just does what you say it should.
