Add option to use local time for RPM snapshot version #6

This way the timestamp at maven repository is about the same with the RPM snapshot timestamp and reduce the confusion. ( I dont have to explain to QA the one at nexus is PDT and the RPM is UTC repeatedly)

this is invalid since both maven deploy and RPM maven plugin using UTC already so they should match. Sorry about the noise
