This PR configures the connection to the user-tracking service and illustrates how the client code can track user actions. We'll want to track more user actions than are included in this PR; this PR is just to get us started.

The screenshot below shows that these changes result in an activity log that can be viewed in the Matomo dashboard:

Thank you Matt for creating this PR! I will look into Matomo and it's functionality/APIs for future functions we might want to add.
