Beacon configuration in a config file

Move basic information (id, name, organization, description, ...) about beaconv2 from code to config file, so it can be more easily updated.

probably a database setting would be most convenient? similar to how FAIR Data Point root is now configurable.

propose to use 'database settings' for this, e.g.

• BEACON_ID
• BEACON_NAME
• BEACON_ORGANIZATION
