Directory: When the Negotiator is not available I don't get an error message when I try to start a new Negotiaton #3893

What version of EMX2 are you using (see footer) v10.82.0

Describe the bug When I try to send a selection to the Negotiator and the Negotiator is not available there is an error in the console log, but no feedback to the user.

To Reproduce Steps to reproduce the behaviour: NOTE: Coordinate with Negotiator team to make the Negotiator offline for a moment to reproduce this!

  1. Go to 'https://emx2.test.molgenis.org'
  2. Add some collections to your selection
  3. Click on 'Request'
  4. Click on 'Send to Negotiator'

Expected behaviour There is an error message displayed to the user that tells that the Negotiator is not available and to try again later.

Actual results There is an error logged in the web console, but nothing displayed for the user.
