feat: Add info banner to all catalogue pages

What are the main changes you did:

• Add a banner to tell user about the new catalogue site

how to test:

• sign in as admin on the server you want to test
• add a setting to the schema you want to test , key 'CATALOGUE_BANNER_HTML' , value "some message you want to display ( as html )
• save the setting
• view the catalogue todo:
• [ ] Move banner into components
• [ ] Fetch banner content from backend
• [ ] Only show banner is content is set
