Currently the publisher of a dcat:Catalog is a string attribute that is used to set the value to the foaf:name of the Agent.
In some cases, it is necessary to add other properties to the resulting foaf:Agent. For example, the ejprd schema requires the publisher to have properties such as dct:description, dcat:landingPage.

Set the publisher attribute to be a reference entity and allow to add properties to it that
Describe alternatives you've considered
