Fix: update content in the `ern genturis` app and add typescript in the dashboard

What are the main changes you did:

Closes https://github.com/molgenis/GCC/issues/791

• On the governance page, changed the steering group name to registry working committee
• Added typescript and improved typing where applicable (dashboard page, Quicklinks, etc.)

how to test:

• Navigate to the preview and view the ern-genturis app
• Navigate to the Governance page. All instances of "registry steering committee" should be changed to "registry working committee"
• Navigate to the Dashboard. All graphics should be displayed with no typescript issues
