Data explorer (v1) configuration icon is unreachable behind a header image #667

How to Reproduce

Expected behavior

There is a configuration "cog" button

Observed behavior

the configuration button is hidden behind the header image

Bonus points

The "cog" button also does not have a nice position in the non header image version of the page...
