Cannot see CoreAnimation highlight when mouse is on ip

What steps will reproduce the problem?
1. Put the mouse cursor on an ip

What is the expected output? What do you see instead?
Expected: A highlight and an tooltip
Some users report that they cannot see the highlight

What version of the product are you using? On what operating system?
Welly 1.4, Mac OS 10.5.5
