[UI: all] add a user settings page #35

should link to favorites
shows UserID
allows user to set drop-down filters that they will use all the time (dietary restrictions, etc)

Daniel is adding filters to the API call, so I showed him how we did that for updating the call with ingredients, and now he's trying it with filters.
