Describing previous failures just for completeness, yet I also had a success.

Using W7 Starter 32bit on a notebook.

Updates fail via automatic detection (meaning a popup appears stating 'Update
found. Do you want to update now?') or via Help -

That failure happened updating from .36 to .38 and from .38 to .41.

Uninstalling the current version, and running the new *.msi never fails. The
reason I say uninstall is that I think that with the .36 to .38 there was some
complaint from the install by simply running the .msi, so it was easier to
uninstall than figure out how to deal with that problem. Same happened going
from .38 to .41.

OK it just happened again as I'm writing this, where it offered an update as I
started the app.

But the error messages are fairly useless because the last 'Move:' line says
'c:\program files\apm planner\version.txt.new TO c:\program files\apm
planner\version.txt Done.

...followed by Update failed, please try it later. Press any key to continue.

So, just for completeness I tried running APM as admin. That did not say update
was avail, but Help - Check for Updates, and update to .42 worked.

Which brings up a different issue. 'Check for update' is supposed to mean
'check', not 'make it so.' If an update is available it should ask me if I want
to do it now, but not simply jump in with both feet.

BTW I see no changelog entries for .41 or .42 so no clue there if anything is
supposed to be affecting the updater.

I seem to have a different issue, my uploader is freezing up on me. every time
it would download all the updates fine, then as the black console window pops
up it says program is unresponsive. I've confirmed this by just trying to run
the "updater" in the APM installation folder.

Closing all issues on the old issues list by marking them WontFix.

If this is still a valid issue please re-raise it on the new GitHub issues
list: https://github.com/diydrones/ardupilot/issues

Thanks!
