Prevent the bot from sending more than x messages to a given channel.

Hey @molly , I was thinking of working on this for hacktoberfest, is the issue still open?

Hi @RyanKopa! It is, but GorillaBot isn't really in active use that I know of. I'll probably remove the Hacktoberfest labels so people don't end up closing out issues on a stale project.
