Rethink the fee estimation model on transactions and coinjoins.

• Fix the followings: -- More accurate fee estimation in the background. -- The suggested value should go through on the Mempool quickly. -- Keep the input for the users where they are able to change the fee.

:crossed_swords: Motivation:

Although the Speed-up and cancel transaction functions are working well we could go a step back and make more accurate fee calculation that helps our users to really don’t float in the Mempool. Right now the fees are mostly underestimated and it happened multiple times with our users and colleagues that they had to wait days/weeks for confirmation. To improve our user experience it would be great to rethink. This change could also make our support team’s life easier with fewer requests.
