Report power consumption #1

By reading the 22/23 registers and reporting it through the meter_power capability.

As it turns out, it's voltage, not wattage. But maybe we can set an approximate static power consumption.

Thermostat according to data sheet: 15V x 8mA (backlight off) - 55mA (backlight on) Controller power supply: 15V x 1A (unclear what the real consumption is)
