Big PR with version push to 0.0.18

Fix:

Modified protobuf generation script to be Python instead of a shell script
Added protobuf type hint generation
A bunch of type hint additions and rearrangement of code
Updated code to match Sliver 1.5.29 protobufs
Updated doc extensions
TESTS! (A lot of them)

The API on the user end hasn't changed, other than bug fixes.
