Modularize tests to allow running subsets with additional ward tags
Move fixtures into their own module
Move hardcoded constants into test_constants fixture
Attempt to prevent job-killing test from killing already-running jobs on server. Update README with new test tags

Moving this PR into a branch meant to (loosely) align with Sliver v1.6.0
