add a open-with entry for Spyder #201

Please add a entry for Spyder in the "open-with" section of the context menu of 
windows exploerer for files of type *.py, *.pyw, *.txt, *.csv, *.dat

sounds reasonable enough. Not sure about the *.txt, *.csv and *.dat - seems 
like an overkill.

Spyder does not support opening files from the command line.

Please re-open this issue in the Spyder project issue list.
