Customize install folder of Python itself

If relevant, please answer to the following questions:

1. What version of Python(x,y) have you installed?

2. Which components have you installed (Python(x,y) installer: component

    b. Have you selected the "Full" component selection?

3. Have you selected the option "Customize installation directories"?
a. Yes

4. If the answer to 3. is yes, what installation directories have you
chosen?
A sub-folder which I have administrator privileges to (i.e. C:\Documents and 
Settings\MyAccount\).

5. Where did you install Python(x,y) itself?
a. default path
I was not able to customize the location of Python itself.

6. Have you installed Python(x,y):
    a. For "Current user only"
    b. For "All users"
I only have administrative capabilities for current user only.

7. What is your operating system?
a. Windows XP

8. When you installed Python(x,y), were you logged in as :
a. a regular user
b. an administrator of the machine
The answer is a, however, I have admin capabilities over certain folders in my 
account.

9. If you are using Windows Vista, have you installed Python(x,y):
a. simply by double-clicking on the installer
    b. by right-clicking on the installer and selecting "Run as an
administrator"
Not relevant.

10. Regarding installed softwares on your machine, how did you clean your
machine before installing Python(x,y) (multiple answers are possible):
b. you uninstalled any previous Python distribution (including the
official .msi)

What steps will reproduce the problem?
1.Uninstall all python(x,y) material
2.Install python(x,y) again
3.

What is the expected output? What do you see instead?
Certain modules are available after install (e.g. I can open GNUplot). However, 
I cannot open spyder because it states that there is not version of PyQt 
installed.

Please provide any additional information below.
I am tying to install Python(x,y) on my work computer. The install of Python 
defaults to C:\Python26. On my work computer I do not have administrator 
privileges over this location. Is there a way I can change the install location 
for Python itself? There are other folders where I do have admin capabilities.
