WIP: try for compatibility with pydicom 0.9.6 #15

Current Debian stable has pydicom 0.9.6 and that is also the minimum for nibabel; try and get 0.9.6 compatibility with compatibility functions and import checks.

Needs tests I guess :)

Oops - scrap that - it looks like even the Multiframe stuff in nibabel needs pydicom 0.9.7. I guess we'll just have to bite the bullet.
