Add GitHub Action to run tests #78

Sits on top of #77

There is also https://github.com/moloney/dcmstack/blob/master/.travis.yml but it seems it got disabled since never migrated, so I decided to just add github action one.

I included this as a commit on #79 with minor tweaks
