add waitress server; front end improvements

This commit makes several improvements for user experience.

• Switches the time out method from taking place mostly on the front end (javascript) to taking place on the backend (python). Behavior is added so that when the front end encounters an expired token, the user is automatically logged out. The token is also refreshed automatically if the user is active within 30 minutes of the token expiring. The time out of the token is also set in the app configuration now, meaning this could be added as a configuration option on the command line (note that it is "hard coded" for now). This should also eliminate errors around table loading when the token is expired.
• A banner telling the user they are not logged in is added on all pages when the user is not logged in.
• A table displaying the 10 most recently modified jobs is added to the front page.
• Buttons are added on the project cards in the project list view (to edit, delete will be added later).
• Some javascript is moved from loading on the main page to the specific page it is used for (such as plotly, nglview, and jstree - all moved to job report page). This will decrease the load time of the first page.
• Plotly is loaded from a CDN when possible with fallback to javascript included with package (for offline use).
• Compression is added using flask-compress
• A production quality server is added using waitress. Waitress was chosen over gunicorn because it runs on Windows and it is easy to set-up. I also encountered clashes with the dashboard's cli and gunicorn's cli.
• Adds a create project form.
• Behavior is added so that when a project is renamed using the online form, the folder associated with the project is changed and the filepath for the associated jobs are updated.
