This dashboard will allow users to view results of their calculations (jobs), keep track of their simulation procedures (flowcharts), and group their jobs into projects.

This pull requests

adds an api endpoint for retrieving projects
add pages for viewing project info

I am merging this so I can work on the job submission branching from master, rather than having several active branches and making life complicated. (At least for my limited knowledge of git)
