Update locale.de.properties to Version 3.7.4 #23

Added new strings and made some improvements.

Hi, thank you for the patch!

One thing I noticed is that the encoding seems to have been changed from single-byte to UTF8. We would want to accordingly change the line

translation.encoding=LATIN1

to

translation.encoding=utf8

Hightower provided a LATIN1 version of the translation, and I submitted it to master in fb61e519ecc23057600471a0de4ae0874.
