Update translation: locale.ja.properties.

Please remove section "1.62+" if it is no longer in use.

Yes, I don't think the section "1.62+" is in use, so I think I will remove it. It doesn't affect anything though. I don't see "1.62+" in the base file here, https://github.com/maboroshin/scite-files/blob/master/files/files/translations/latest/locale.properties

This is a good contribution to the project.
