[NO-TICKET] nginx fix #176

Description

Moving files around to reflect NGINX fix (switch from AL2 => AL1).
Changing from JAR file to WAR file. Adding WAR file plugin.
Moving ebextensions to root of war using web source config option.
Reflecting jar => war change in build-spec.

Change can be viewed in dev. moltimate-dev.us-east-1.elasticbeanstalk.com
