Allow form data, similar to what appears in ProMol, to be sent to this backend service.

Acceptance Criteria:

New API endpoint can receive a POST request with form field data that can eventually turn into a motif

Further development on motif finder is slowed/blocked until we better understand the source of truth for motifs. In the mean time, I will scaffold a service for making motifs that will accept some basic form field criteria.
