Not a shred of doucumentation in the whole SVN download #44

If one does
svn checkout http://openaviationmap.googlecode.com/svn/trunk/
one will get a giant tree without any documentation of what should do with it.

Therefore please add a README at the top of the tree.

The README can even mention a web page with instructions, if one does not want 
to put them into the README.

(OK there is a small oam-java-tools/var/OurAirports/ReadMe.txt way at the 
bottom of the tree, but that doesn't count!)
