Adopt MOM6 diag manager wrapper #300

MOM6 wraps the FMS diagnostic manager with it's own code, providing many additional capabilities.

Some or all of this could potentially be used by MOM5.

Definitely ambitious, but I guess the first step is to identify the bits which assume MOM6 infrastructure (C-grid arrays, for example) and then see what can be managed.

I guess the zeroth step is to just put it in and watch everything spectacularly fall apart :).
