Add CMake build option #351

Add a CMake build option in addition to standard build based on mkmf.

This has been hanging around for ages, waiting for me to finish all the build targets. Might as well make it available even if it doesn't cover all of them.

Need to add some CI stuff to test the builds before ready for merging though.

This is done, and as it touches relatively little existing infrastructure or code I'll merge
